Infiltration & Inflow (I & I) refers to water from storm events and elevated groundwater tables entering the sanitary and combined sewer systems. Inflow is directly attributable to a rain event. Direct inflow occurs during the rain event, when clean water from roof leaders (downspouts), foundation and yard drains, and catchbasins discharge into the sewer system. Delayed inflow refers to water that continues to enter the system days after a storm event has ended. Delayed inflow is usually the result of basement sump pumps. Article II, section 10 of the Sewer Use Rules and Regulations prohibits the connection of sump pumps and downspouts into the sanitary sewer system. These illicit connections put large quantities of relatively clean water into the system, often overwheming our system and resulting in backups into homes and overflows
in public areas.
The South Hadley DPW has limited funding available to assist property owners in removing illegal connections to the sanitary sewer system. Under the Stormwater Management Incentives Program, property owners are eligible for free downspout disconnections, and rebates on sump pump disconeections and other stormwater management options if applicable.
